For the record, for any changes to the GNSO Operating Procedures that are recommended by the SCI, the public comment forum is conducted as part of the SCI deliberations. The SCI does review the comments received and make any updates, if deemed appropriate based on its review of the public comments received, before the recommendations are submitted to the GNSO Council for consideration. More like a Public Notice.
