FWIW this fellow just joined NCUC about three days ago and sent this
today. I replied explaining the process and timeline for WHOIS etc and
suggested he circle back and submit a complete app for the WHOIS process later
this year, after he's been around a bit etc.

Dear Ms. Jensen,
Thank you very much for volunteering to serve on the ICANN
Affirmation of Commitments (AoC) Whois Review Team. At the present time the
GNSO is only reviewing applications for the 2010 Accountability and
Transparency Review Team (A&T RT). We will be using a one-time process for
endorsing candidates for the A&T RT, after which we will develop an endorsement
process for the other RTs. Information about that yet-to-be developed process
will be made available in a few months and we encourage you to resubmit your
application then.
