To my fellow council members,
I believe that this responds to the CSG complaint against me.
While it is unlikely that I will be faced with many more opportunities
for voting in the council before the end of my term, I will no longer
force myself to abstain from votes as of this point.
I thank you for the opportunity to air this issue and to bring it to
the Board's attention.

Subject: NCAs joining a Constituency
Dear Avri,
As Chair of the Board's Structural Improvements Committee (SIC) I am
responding to your inquiry about restrictions on GNSO Council
Nominating Committee Appointees (NCA) joining Constituencies. The
Office of the General Counsel has confirmed that there are no
provisions in the current Bylaws that prevent you from joining a
Constituency. As such, your particular situation is not a matter for
Board involvement.
As the SIC considers improvements to our Nominating Committee's
responsibilities and processes, we will take into consideration the
issue of NCA affiliations/memberships as it applies to future NomCom
appointments.
