Ross's request for observer status for an incoming Council member clearly would
set a
precedent for all constituencies.
However, I do not see what the difference is between an observer who cannot
interact at all
on a live call, and a listener to an audio of that call.
A diligent incoming councillor could perhaps listen to more than just the last
few calls if
they chose.
That would be fun.
