The bylaws don't actually allow an "extension" beyond 12 months.
The Council can appoint a chair from 0 to 12 months, but no longer.
So for example it is not possible to appoint someone for 13 months.
Thus I have proposed two terms: 1 month term, and then a fresh 12 month
term.
There is no limit on the number of terms that a person may serve, just
on the length of each term.
