Good.  I think we are in agreement.  I will formulate the text to cover
this, including: scope for ascertaining the views of the membership as a
whole - as opposed to just the rough consensus, voting procedures for
elections etc., as well as voting at any other time as determined by the
membership - at the request of at least 5 voting members.  Agreed?  

I hope to have the next version available in the next 24 hours.
