If you're going to quote our comment, at least have the courtesy to quote it 
in full. This is what was said:

       Where is the elusive transparency and accountability in ICANN

       decision making as mandated by ICANN bylaws?"

We did not ask a rhetoric question. The first half of our comment was a 
statement, not a question. It was followed by a legitimate question, for 
which we do not have an answer, but would like to hear. And before you 
respond, please don't try to say that this is a personal attack when it is 
clearly not.
