Hmmm.. On the one hand I hear ICANN berated for being non-International and
on the other hand I hear ICANN told that they are American and should abide
by US law.  Now which do you want? I think you will find a staffing element
has been covered within the Review.  It specifically makes reference to
staff being situated Internationally and a need for similar hymn sheets.
