Did you try doing a WHOIS of one of those 424 domains at
www.internic.net? If you do that, it should list the URL of the
required web-based WHOIS server, and the required port 43 WHOIS server.
I don't believe the RAA requires anything beyond that, although as you
said, it would  be a good business practice to go beyond the bare
minimum, as we've seen with RegisterFly (ICANN will reply back that
they don't police the business models of a registrar, etc., etc.,
etc.), as things can snowball.
