Yes I think it does matter Chuck. Especially when you have questions regarding "community" "input". I do not believe authority exists for regulating foreign citizens useage of what is considered a national resource. But shoot I have been wrong before.

Roberto, who gave ICANN a mandate for allocating or retiring ccTLD
names?
Or to take action on .SU?
Or just any other ccTLD for that matter?
Who autorised ICANN to make policy regarding ccTLDs?
Is that within IANA contract?
