Veni has kindly pointed to the 10 January 2006 Board
Resolution 06.02:  "Resolved, the President and the
General Counsel are authorized to continue
negotiations with any such registry operator(s) in
accordance with existing contractual terms, and are
authorized to extend the relevant renewal process
deadlines as necessary and appropriate for up to six
full months, while discussions continue."

I would ask the following questions:

1.  Hasn't it been more than six months since the
conclusion of negotiations with VeriSign?  
2.  Has the VeriSign "Renewal Proposal" been received
by ICANN Staff?
3.  If has not been received, is VeriSign in breach of
contract?
4.  If it has been received, why wasn't the public 
afforded the opportunity to review and comment upon
the "Renewal Proposal" prior to Board action ratifying
the contract?
5.  Why did the Board act to ratify VeriSign's
proposed contract while clearly knowing (in view of
Resolution 6.02) that the VeriSign "Renewal Proposal"
hadn't been formally submitted?
6.  If the ICANN Board is now asking the .info, .biz
and .org registries to tender their "Renewal
Proposals" while VeriSign has been given a waiver,
isn't that a violation of the Non-Discriminatory
Treatment clause of the bylaws?
7.  Does this matter rise to the level where it
warrants an "Independent Review of Board Actions"?
