"The case that gTLD auctions would enhance efficiency
is impeccable, both as a matter of economic theory and
as a matter of the 75 years of FCC experience with the
disastrous "beauty-contest" approach. But what about
the global digital divide?  Won't auctions widen the
divide, by giving the first world a comparative
advantage in access to the root? This problem must be
avoided, and it can be avoided by Equity Enhancing
gTLD Auctions. How can auctions enhance equity? 
  
The Basic Idea: Auction Revenues Set Aside to Overcome
the Global Digital Divide 

The basic concept of an Equity Enhancing Auction is
that the proceeds of gTLD auctions should be dedicated
to programs that overcome the global digital divide.
gTLD auctions should not be give-aways to first-world
firms. Rather, auctions should be designed so that
bidders must compete with each other, insuring that
new commercial gTLDs go to the highest and best use.
Such an auction will produce substantial surplus
revenues which should be placed in an equity
endowment."
