This here is a must read and spend some time playing through footnotes (now I guess we call them links); http://www.iana.org/reports/afrinic-report-08apr05.htm

But I figure this all means almost nothin. You see these tools given with so much power play and Ballee Who, are nothing more than good learnin or schoolin, it is what you do with it that counts. The rich in that great continent already have plenty of access and certainly priviledge.
So one would assume all the afrinic hoopla is access for the poor. Unlike the States ie where anyone can access or even register a domain for 3.5 hours of hardwork Afrika still suffers an economic digital divide. Do they want to bridge that divide. Clearly not.
It is in no powers interests there to give more people more knowledge, education and access.
It just is different than Euro and West. Power base is not off of vote and individual taxation but suppression. Can this info explosion occur and change things like perhaps occurred in the USSR? I cannot believe, privacy, equality for women, respect for children and freedom is going to extend to this afrinic more than what has already been generations in the making.
Lord have mercy and prove me wrong.
