Alright I reread the Bio on Judge and the article and still see no link to ICANN. Is a military bootmaker in Idaho, responsible for the war in Bosnia? Assume his boots are used by the UN. And by the way for ninety nine percent of the wearers the boots are fine. However for those who wear them without socks or drink beer from them they cause problems. A problem for A DNS system by one user does not fall into ICANNs problem fixit field. It is like Sotiris's one registrar and the Greek alpha problem, if it was policy to ferment anti-Greek behavior then IETF's and ICANN should step in, if it is one failure of programing and coding then that is their problem.
Judge makes it clear - some can handle it in the rough old marketplace and some cannot.

Spam in an of itself is not and ICANN problem to solve alone, it
is every netcitizens and/or organization to address and "Help"
to solve.

In relation to the DNS which is within ICANN purview, as this
report suggests, than spam from or as a result of the DNS
is an ICANN problem directly, and can be addressed accordingly,
but thus far is not being adequately addressed, again as this report
indicates.
