I am not kidding here. This are real quotes from intelligent men, posted on ICANN stuff, and delivered to a multicultural-multilingual audience;
 

"ICANN's participatory multi-stakeholder model encompasses the representation and involvement of all regions of the world," said Diop. "It is important that the Africa region is involved in the core structures and technical policy making for the Internet's systems of unique identifiers. Africa has an opportunity, and indeed a responsibility, to support one global interoperable Internet that facilitates technology and economic growth worldwide." 

"With increased interaction between civil society, business, and governments across the African continent, we are seeking to ensure Africa's information and communications technology will be aligned with and integral to Internet growth and development," said Twomey. 

Now I have only written and or given speeches in three continents and have always worked with regional specialists in culturallinguistics but these quotes are exactly how not to speak. These are example of how not to outreach. Not one mention of a regional value, not one indication of understanding of a continental cultural drift.
