"The following outlines the draft procedure to be followed for the designation of a subsequent registry operator for .net. This procedure is being announced in accordance with Section 5.2 of the current .net Registry Agreement and is being posted on the ICANN website to provide an opportunity for public comments. All substantive public comments will be provided to the ICANN Board prior to its meeting in June 2004 as a supplement to this document, after which the final procedure will be posted on the ICANN website."
If I am not mistaken they are simply asking for comments on the procedure to decide the procedure in which to designate the registry operator. The term designate does not find sameness with the terms chose or select. It is like saying you may not participate in chosing your next elected leader but you may have input on how we place the crown upon his head.
