I believe you have this thought or idea completely reversed.  DOC/NTIA
have very little control over ICANN as they seemingly are only
interested in passing off as soon as possible management of the
central underpinnings of the Internet, protocols, Ip address allocation
and use, and DNS.

  Again such irresponsible comparisons are both out of the scope
of this forum, and are categorically based of a false premise.

  Joe Simms was the primary author of the Registry agreements.
Those agreements/contracts are so bad as the Site Finder incident
has shown, it is difficult if not totally without merit to consider
Joe Simms as the smartest among "them"...  Such judgments
as this one of yours Jefsey are beyond any good reason.
