  Why do African nations need more/new gTLD's?  In a recent statement
made by ICANN CEO Rod Beckstrom said on 10/24/11: "In ten years, the
number of [African] Internet users has grown 25-fold," said Beckstrom.
"That is rapid growth, yet it still represents only 11.5 percent of
the African population." Beckstrom added, "ICANN's global community is
already taking steps to help needy applicants apply for new gTLDs. A
joint working group has spent many hours working on a proposal that
the Board will consider this week on how best to provide that

  Why does such a huge growth in internet "Usage" justify more gTLD's
for any nation let alone African nations?  Growth in usage doesn't
seem to fit as a rational or reasonable justification for more new
gTLD's.

  What I can see is that any nation including African nations can and
would perhaps be best served to do is to have 2nd level domain's off
of their ccTLD's already assigned provide for what part of their usage
growth that can be attributed to any supposed "NEED" those nations
perceive.  Flooding the current market with new gTLD's is a very
sketchy practice that could dilute the value on many levels of already
existing gTLD's and therefore devalue already existing African
organizations registered domains and their associated businesses while
also causing a confusion in the broad market as well as in the
specific African IT and other business market segments that are so
important to African business development and growth causing job loss
or prevention in the growth of jobs and therefore those African
nations economies.

  What I can also see as a perhaps good solution for some but perhaps
not for all African nations "NEED" to address their internet usage
growth is some market segment directed IDN's.  This however creates
some IT security concerns that I am sure DHS and other nations
national security agencies will find somewhat concerning for obvious
and varied reasons.

  It would be appreciated for anyone to express their views regarding
the above mentioned suggestions and posed question.
