Perhaps these fellowships are provided to those who most aggressively support 
ICANN (send them money) to hand out to their favorite people as perks. That 
they do nothing is part of the reward to ICANN because it seems their ideal 
constituents is the silent one. This would be consistent with other ICANN 
models...

Well let us get on it and submit some applications from right here. Let us do 
it open and transparently. I say we just pick the last twenty posters, and fill 
out the applications right here on line. No, let us pick the last 100. I cannot 
see the harm.
 
If we do this and they still pick from who knows where, then the issue is 
resolved as one of a fraudulent representation to the stakeholders.

Hello Erick,

It doesn't matter for whom ICANN creates a fellowship program if fellowship
recipients thereafter fail to interact with the rest of the ICANN community and
wind up contributing nothing to the general dialogue.  

I see no value in spending money on those that don't contribute while other
recognized strong contributors on policy matters within the constituencies are
currently being denied travel funds.
