I think we should accept this proposal and move on. Although incoming 
Councillors, and indeed everyone, can read the public transcripts, it is more 
convenient to have the posts coming directly to your mailbox to be managed in a 
manner of your choosing. Seems like a no-brainer particularly when there is a 
precedent for doing so.

Chuck, Olga and I had discussed this in our Council leaders meeting before 
Chuck submitted the question to the Council list.

We all agreed that having new Councillors on the list as observers (i.e. 
without posting permission as Rafik recalls from last year) is a nice way to 
transition them into the Council. Plus, as they're observers, there's no harm 
done.

It's a small point and I don't think we should be spending much time on it, but 
it does seem like a nice way of welcoming people to the Council.
