I was looking at the "GNSO Council New Rules of Procedure" that are linked
from the GNSO site:  http://gnso.icann.org/council/new-procedures.shtml

Are these our current Rules of Procedure that Glen mentions in many of her
emails?  What about section 5.8 re proxy voting?

Thanks Glen.  I assume that procedures now need to be developed for absentee
voting.  Is they going to be developed by staff with Council approval, by
staff and Council or by the Council with Board approval?
