I think the implication is that whatever the application fee is for new gTLDs it is intended to just cover costs, so it would be a wash. And perhaps the $405K is their best guess on the actual registry fees that will be paid by the new gTLDs. Not sure what these two items mean but these revenue numbers do raise the question... What is the new gTLD application fee and where is that revenue? First glance says it is $405K (from pg 17)...but that means the fee is $4,050 to apply for a new gTLD. Probably a little low....assuming budget of only 100 applications. If it is $50K-$100K...then that is $5M-$10M in additional revenue that I have not seen in the document and is not articulated in the "Budget FY09 - Revenue by Source" chart on Pg 14.
