And I believe their voting is also tiered.  It used to be that a
Category 1 got 3 votes, Category 2, 2 votes, and Category three just one
vote.

Not sure this is still the case.

By way of comparison, the current fee structure of the BC is:

---
Category 1  	Companies (which are not micro enterprises);
Associations spanning more than one ICANN region 	Euro 1500

Category 2 	Associations spanning one ICANN region 	Euro 1000

Category 3 	Micro enterprises defined as companies which can
demonstrate
both less than 10 employees 
and a turnover of less than Euro 0.5 million 	Euro 250

Historically, what discouraged new members was the lack of a stable and
defined process for (a) accepting the payment, (b) getting them onto the
relevant lists.

At present, upon receiving notification of a registrar desiring to join,
accepting and crediting the payment and getting them onto the lists can
be
done in a couple of minutes.
