I would suggest that typically the secretary or executive just appoint a "Returning Officer" that handles the entire election process.  That way, we can easily pick someone to oversee it that is not running or involved.  They can handle the nomination process and the actual election.

 

In this case, I think it was entirely appropriate for Tim to step into that role, as he is not running and has done a great job of sorting this out.  Perhaps in the future it will be as easy as us designating an oversight person right from the start that can manage the entire process.

I support as well. We need to provide  election guidelines to our staff person, so that our elections are not managed by the Secretary, who also may be a candidate.

Agree as well. We, the ExCom, got the process started but we didn't do much to manage it after that, reminders, etc. And I would also support extending the time for acceptances and COI after a nomination.

        I agree with all the commentary.
        
        Perhaps we need to ensure that a reminder (automated?) is sent out and notification of the close of nominations is also delivered as close to the time as possible. This will avoid confusion.
        
        I agree that we certainly want to provide the opportunity to get candidates involved and to have the voting process one which generates the best results for the constituency.
        
        I commend and support Tim on his decisions.

        Considering the very short time that is given to accept and post the COIs, is there any possibilities to extend this period for the next nominations and candidatures?
       
        I guess that the goal is not to disqualify anyone but to let some reasonable time to everyone to post their acceptance and COIs?
       
        Maybe we should double this deadline?

        Thanks Jeff. I'm inclined to agree. I want to be sure we're also fair to the candidates and endorsers who were within the bylaws. So I propose:
        
        1. We accept Yoav's explanation of the technical glitch he encourtered. I think any of us would expect the same consideration, especially since by its nature we all have to participate on this list remotely.
        
        2. If we do not accept the nominations of Bob and Jay, we have no Secretary candidates and will need to have a separate election for that any way. In the process, Bob and Jay will no doubt be renominated. I would prefer to just incorporate that into the existing election by i) accepting the nominations of Bob and Jay, and ii) extending the nomination period for Secretary until 11:59 pm/23:59 PDT on Friday, May 18. Any new nominations for Secretary would need to made and seconded by that time. Acceptances and COIs would need to be submitted within 48 hours of nomination.
        
        So please consider that our course of action.

        As this is an informal organization and we are all looking to further the group as a whole, my vote is for Option 1 - -open the nomination period for a short time period for all positions
        
        Apologize to the incumbents and the prompt, but there is no need to shut anyone out here. Let's be serious, we have a hard enough time getting volunteers in the first place

        All:
        
        Here's where we stand with the election.  If you have any input, please provide it to Tim right away.  He will have to decide which option to take as he is the only Ex-Com member not impacted as a candidate.
        
        Per Cristin's announcement, the deadline for nominations expired last night.  Per our rules, candidates have until the later of the close of the nomination period or two days from their nomination to post their conflict of interest statements. 
        
        As of today, the following nominations are "official"
        
        Chair - Jon Nevett
        Vice Chair - Rob Hall (his COI statement was posted within two days of his nomination)
        Treasurer - Margie Milam
        Secretary -
        GNSO Rep - Adrian Kinderis
        
        Jay Westerdal was nominated for Secretary; he seconded himself (which appears to be permitted); and filed a COI statement all within 5 hours after the close of the nomination period.
        
        Bob Connelly was nominated, seconded, and accepted the nomination within the nomination period.  His COI statement, however, was posted about 8 hours after the close of the nomination period. 
        
        Yoav Keren was nominated, seconded, and accepted the nomination within the nomination period.  His COI statement, however, was posted about 4.5 hours after the close of the nomination period.  He sent a note to me this morning explaining that he sent the COI to the list yesterday, but for some reason it was not received on the list.
        
        I looked back in the archives and saw that last year the Secretary sent out a reminder two days before the close of the nomination period and that the Ex-com extended the nomination period after it closed.  No reminder was sent to the list this year.
        
        As I see it, the three viable options are:
        
        1)        We re-open the nomination period for a short time period for all positions.
        2)        We re-open the nomination period only for Secretary as we have no "official" candidates.  For all other positions, nominations would be closed as of last night as stated in the notice.  We would then proceed with the election with only the "official" candidates for all positions other than Secretary.  Yoav would not be on the ballot.  Members who prefer Yoav or any other candidate to the ones on the ballot may abstain on the ballot and if the candidate on the ballot receives less than 50% of the vote, then there would be a new election for that position.  (I don't think that we have the capability to accept write-in ballots, but I could check on that as well).
        3)        We re-open the nomination period only for Secretary as we have no "official" candidates and include Yoav on the ballot for the GNSO seat due to his technical glitch.

        A. NOMINATIONS
       
       
        Nominations are now open for the election of Registrar Constituency Chair,
        Vice Chair, Secretary, Treasurer, as well as a partial term replacement for
        Bruce Tonkin on the GNSO Council.  The terms of the Executive Committee
        positions will run June 1, 2007 to May 30, 2008.  The term of the
        replacement GNSO Council seat will run from June 1, 2007 to the conclusion
        of the 2007 Annual Meeting in October 2007 per the ICANN Bylaws. The
        nomination period will be open from today until 11:59 pm/23:59 PDT on
        Wednesday, May 16.
       
       
        All nominations must be seconded by at least one member in order to proceed.
        Candidates must provide a conflict of interest statement by the end of the
        close of the nomination period (or within two days after the actual
        nomination).  Anyone affiliated with a Registrar Constituency Member is
        eligible to make nominations or second nominations.  Anyone affiliated with
        a Registrar Constituency Member is eligible to hold any of the positions,
        but individuals who are citizens of North America or Europe are NOT eligible
        to sit for the replacement GNSO Council seat.
       
        Please send all nominations and seconds to the list at
        registrars@xxxxxxxxxxxxxx.
       
       
        B. VOTING PROCEDURE
       
       
        The voting period will be open for 8 days, starting Tuesday, May 22, 2007
        and closing on Wednesday, May 30, 2007.
       
       
        Voting will take place by e-mail ballot sent out individually to each Voting
        Member's e-mail address.  Ballots should be filled out and returned to the
        e-mail address stated in the ballot. They should not be copied to any e-mail
        list.
       
        The results will be announced on this list.
