Some are, of course, subject to ownership by other registrars, some are
folded into hosting companies, etc. There are a number of reasons why
people seek registrar accreditation.
I don't know about "phantoms". The main mythical registrars appear to be:

My point being that the only reliable way to tell the registrars apart,
unless they are physically represented by such handsome and remarkable
specimens as Bruce, Jon, Jay, Paul, Bhavin, Tim, Ross, Marcus, etc. is by
IANA ID No.
It's a big namespace. Someone has to fill it.
