With regard to the selection of venues, ICANN generally does not have
much discretion to choose between host venues, because in most instances
there is only one submission per region. If ICANN was to charge for
attendance to the meetings, it might be possible to have a little more
discretion in choosing venue locations.
ICANN should consider charging for meetings. To say "meetings are
free to attend for all" without considering the *total cost* of
attending which would include airfare, hotel, etc. does not take
into account the reality of attending a meeting in some of these
exotic destinations.
While it might nice to work for (or own) a large corporation and get
an expense paid trip to an exotic place, that is not an option
for many people who have to pay for this type of thing out
of their own pocket.
Other organizations, when they have meetings, do all they
can to encourage as many people attending as possible even to
the extent of subsidizing the meetings in various ways. They
also analyze geographically how to get the most people to attend
the meetings even if parts of the group are located in
various parts of the world.
