The US Federal Trade Commission (FTC) recently issued a report on the
effectiveness of the US anti-spam law.  In the executive summary of the
report, the FTC states the following:

 

"Moreover, spammers continue to hide their identities by providing false
information to domain name registrars. The appreciable inaccuracy of
data in domain name registrars' "Whois" databases and registrars'
failure to take reasonable measures to verify the accuracy of
information submitted by registrants continue to hamper law
enforcement."
