In the older .NET Agreement there was a specific statement within the
Verisign Equivalent access provision which has now been removed - please
check Appendix H as below

"Point 8. All VGRS-assigned personnel have been directed not to give
preferential treatment to any particular registrar."
The newer .NET Agreement does not contain this above statement. It contains
all the previous 7 points but this one statement has been removed in the new
.NET Agreement. This point somehow got under the radar in the redline
version that Jeff Neuman sent out.
