You can add Registry of Europe to this!
There was a discussion on the mailing list some time ago, but it faded out. The RC has not agreed on a Code of Conduct (that might have been the "tool" for some actions to be taken).
My recommendation is to address this behaviour directly to ICANN.

Domain Registry of America is active again. I don't know if this
corresponds to their former tactics, but all Registrant and Administrative
contact information is changed to themselves when a domain is transferred to
their current Registrar of choice.
If you think this is an appropriate forum to discuss their current partner
and their activities, speak up. Otherwise I'll simply bring this to ICANN's
attention and leave it at that.
