Hi Jay,

I would rather have a simpler motion than one that potentially requires
greater implementation headaches for registries and gets lost in debate
about what the magic number of free deletes should be 

To my mind I would much rather have a motion of the following type -

* Any domain name deleted should be charged a fee of 25 cents

I would much rather not have ratios or a grace number of deletes available
and stuff like that. 25 cents is not too big a charge. Most Registrars can
easily build it into their refund policy and actually not refund the entire
amount in a delete operation, or absorb the cost

So I would 

1. either support a motion which has no complications or free deletes but
just one single 25 cents charge for every domain deleted

2. OR support a motion which is more generic and says that the add grace
period abuse should be curtailed and nipped in the bud right now

I would ideally not want to support a motion which has copmlicated numbers
in it simply because I can already see endless debating over what those
numbers should be and unnecessary delay

One more point I personally believe in is that I would prefer seeing the 25
cents fee collected thus to go towards our contribution to the ICANN budget.
I don't think it will amount to much though so this may not make a
difference.
