yes, $2mm, and they must agree - unless that was changed in VeriSign's sale of NSI
"Approval of Variable Accreditation Fee. For so long as Registrar is an ICANN-Accredited Registrar in the .com, .net or .org TLD, Registrar will approve the variable accreditation fee, as provided in Subsection 3.9.2 of the Registrar Accreditation Agreement, for so long as Registrar's portion does not exceed $2,000,000 annually."
