Dear Elana: Here is the point that I brought up. I don't know whether the
third item above resulted from my comment.
Let's say there are four registrars, as follows:
A: In first batch migrated from RRP to EPP.
B: Also in first batch.
Y: In last batch.
Z: Also in last batch.
Case 1: Immediately after the first batch is completed, registrant for
acme.com wants to transfer from A to Y. Registrant asks A to give him the
auth info code. A complies with the request. Registrant give it to
Y. Q: Will Y be able to effect transfer using the code?
Case 2: Immediately after the first batch is completed, registrant for
bacme.com wants to transfer from A to Y. Registrant asks Y to initiate
transfer. Y sends request to Verisign. But Verisign realizes that
acme.com is in an EPP environment. Q: What will Verisign do?
Case 3: In the last month before Y and Z migrate from RRP to EPP,
registrant for cacme.com wants to transfer from Z to B: Registrant asks B
to initiate transfer. B advises registrant that he requires an auth info
code, advises registrant that the losing registrar must initiate the
transfer. Registrant asks Y to initiate the transfer. Y says transfer
must be initiated by gaining registrar B. What does registrant do next?
Case 4: In the last month before Y and Z migrate from RRP to EPP,
registrant for dacme.com wants to transfer from B to Z: Registrant asks B
to initiate transfer. B provides auth info code to registrant. Registrant
sends auth info code to Y sends RRP transfer request to
Verisign. Q: What will happen next?
In the above scenarios, consider the following possibilities:
1. A situation has developed in which registrant has a critical need to
change hosting services; new hosting service insists on transfer
*prior_to* changing nameservers (a situation that occurred to PSI in a Case
1 situation during .org migration).
2. A UDRP challenge has been completed and the arbitrator approves transfer
from Y to A. Domain is in registrar-lock.
3. A UDRP challenge has been completed and the arbitrator approves transfer
from B to Z. Domain is in registrar-lock.
To further muddy the waters, what would happen if the EPP were to be a
thick registry in some of the cases above.
It seems to me that the longer the period between the A/B migration and the
X/Y transition, the worse and more frequent the problems.
This has been hard to key in from my laptop. I solicit others to consider
these concerns.
