If you recall George Papapavlou's presentation in Rome, he noted that it is
important to indentify the purpose of processing data within the context of
the EU privacy directive. In that sense, it might be historically and
analytically useful to work the undisputed original purpose of whois into
this document.

Whois and port-43 specification came out before there were even web sites.
If that was the purpose (I don't disagree that it was), is it still the
purpose? IF it is (still the purpose), then, in this day and age, there are
other was to facilitate the communication to the tech contact than
displaying the contact information for the entire world to see (and abuse
for other purposes). For example, Tom Barret, in his recent post to this
list suggests one.

Generally solid document. Is it possible to work in a statement recognizing
that the original purpose of WHOIS was to provide tech contact to facilitate
communication when tech problems arose?

please find attached my draft of the Registrar Constituency Statement
for
the WHOIS TF 2.
I tried to incorporate all the registrar input I got over the course of
the last month as well as the findings of the TF2 data collection which
should be available for public review soon.
Please be advised that we have to formulate an offical statement on this
topic
until April 16.
