Why is this policy willing to rule the language of communication
between registrars and their customer, or even court ?
While I can understand that for ease inter-registrars usually
don't bother about such issues, it is not acceptable to impose
to customers or registrars the burden or expenses of :
1. understanding a foreign language
2. translating.
