They are not IDN. IDN is specified in RFC 3490 and friends and does
not use RACE. RACE was an early experiment and there is no reason to
maintain it.
Dear Stephane: I would like to agree with you, I prefer to call them
ML.org. However, Verisign has been calling the RACE encoded domains "IDN"
for quite a long time.
That testbed was a disaster for our firm. PIR is poised on the brink of
driving another nail in our coffin.
