On such protocol issues - I would prefer that registries seek the
cooperation and support of registrars BEFORE they go to ICANN. It would
be much nicer to have a plan e.g all EPP registries will upgrade to
version x, by y date, and will maintain backward compatibility for a
period of at least z months/years - that could could be voted on by the
registrar constituency in advance. Failing that a registry operator
could go to ICANN and say that they have obtained the support of the
following registrars listed by name.
Much of the problems registries have had relates to their poor
consultation with their customers.
