> a) The increase this year does not represent an annual increase in fees, at this or a growing rate. In other words, either the budget must hold steady or ICANN must find additional sources of revenues.

> b) ICANN deliver on the goals behind this budget.

> a. reorganizing ICANN into a more business-like structure,
> b. completing ICANN's agenda,
