Hello All,
Here is the fourth draft of the standardised form of authorisation from
a gaining registrar to a registrant prior to the registrar sending a
transfer command to the registry.
The changes are:
- adding the ability to provide a list of domain names
- making it optional to include the name of the losing registrar
With regard to the suggestion to move from a template to a set of
minimum requirements.
This was addressed at the last meeting of ICANN staff transfers
assistance group in Los Angeles in September. The group felt that it
would be easier to manage disputes if a template was used (this partly
relates to the cost of dispute resolution). This issue doesn't arise
with the WHOIS reminder policy as it does not involve competitive
tension between a gaining and losing registrar. It was agreed at the
last meeting that the template should be reviewed in 3 months after
practical experience could be taken into account.
I will raise the issue again at the meeting of the transfers assistance
group, but I suggest we try to keep the process simple to start with.
We don't even have a disputes resolution process yet. After 3 months we
could propose a minimum set of requirements instead of a template.
