It was decided at a meeting of the transfers assistance group in Los
Angeles on 11 September 2003 (almost a month ago - hard to believe) that
the text would remain fixed, but would be subject to a review 3 months
after implementation of the new policy.  ICANN staff would manage a
public comment process (e.g 14 days) where registrars and other parties
could submit suggestions for improvement, and ICANN staff in
consultation with a group such as the transfers assistance group would
create a new version of the standardised text (the change could be
subject to a further comment period to fine tune- e.g 7 days).  This
review process could be repeated in another 3 months, and at regular
intervals in response to registrar or end user demand.

The other decision was to try to keep the text as simple as possible to
assist those for whom English is not their first language.

Text in square brackets [ ] is for comments, and is not part of the
standardised form seen by the registrant.

Text in angle brackets < > is to indicate where information needs to be
inserted.  The registrant would only see the inserted text and not the
angle bracket.

The changes are:
- the registrar can change the order of the transfer confirmation
options
- a gaining registrar may include information of how a request was
received (e.g via an email address)
- a time limit is included for when a response is required
- the instructions for approving the transfer or rejecting the transfer
are clearer
