I am glad Paul will be taking this step. The process for approving new
registry services has not been the transparent process that I believe we
should expect.

Two items the GNSO should not overlook in this process:

1. The fact that VeriSign did not see Site Finder as a "Registry
Service." 

2. Section 25 of ICANN's agreement with VeriSign for COM.

Hello Elana,

Yes I believe that the GNSO will need to form a task force to develop
processes for approving new registry services.

The topic will be on the agenda for the GNSO Council in Carthage.  One
of the difficulties will be that there will be a newly elected GNSO
following Carthage.

I will definitely keep the registrars informed as the process becomes
clearer.
