Thank you - that's where I looked, but somehow missed the obvious reference. The 3 nominees to date - Ross, Bruce, and Tom - represent different regions, however.

(http://www.icann.org/general/bylaws.htm) which states in relevant part:
No two representatives selected by a Constituency shall be citizens of the
same country or of countries located in the same Geographic Region.
