With respect to the PDP on the approval process for changes in gtld
registry operations, please treat the following as public comment.  It
has been provided by Neulevel.

The attached includes diagrams that were not easily represented on the
GNSO website.

All,

Enclosed is a statement on behalf of NeuLevel regarding the Registry
Services Policy Development Process.  Although this statement is not on
behalf of the gTLD Registries Constituency, we hope that ICANN and the
GNSO Council find our comments and process helpful.  The Statement
consists of two documents.  The first is a flow chart (which I am
providing in both "word" and "visio" formats).  The second is an
explanation of the Flow Chart.

As a registry operator that will be significantly impacted by such a
process, we hope that this document helps move the process along.  I
would be happy to make myself available in Rome (or earlier) to explain
the process in more detail.  I could also volunteer to present it in
Rome during the workshop.
