[net-com] Draft report of the dot net sub-committee

Thank you to all who participated in yesterday's - May 5 - call. It was a
useful call in which we were able to progress of the earlier outline
document. I now attached a proposed draft report based on those discussions.
Please feel free to propose better wording, additions or deletions. 

In particular: In criteria 2 first bullet - Ross is this the intended .net
agreement specs you referred to ?
In criteria 2 third bullet, does this capture the migration issues, or do we
need to add something more? 


Our next call is same time of day Tuesday 18 November at which I hope we can
agree on a final report.
