All:

I've taken Tony Holmes and Antonio Tavares' comments and tried to merge them
into a new version of the document.

A couple of changes:

- I've stressed the need for sponsored gTLDs
- I've put more detail in the IDN requirement (however, I left this as a
"must")
- I've accepted Tony's editorial additions
- I've tried to address Antonio's concern about the semantics of obscure
names by stressing that semantics are important in the evaluation of new
gTLDs.
- There were a couple of other minor corrections.

I have to get this to the GNSO today, so last chance for any further
comments . . . .
