My trip to timeanddate.com tells me (as an example), that when it is
Thursday, October 9, 2003, at 4:00 PM at gmt then it is
Thursday, October 9, 2003 11am in Madison and Chicago
9am in San Jose and Seattle
12 noon in Washington DC and Boston
1pm in Buenos Aires
Perhaps that helps others in the constituency.
