I think Jeff has some valid arguments for his side of the coin. No rules is anarchy however. And our inability to go out to a wide audience because of lack of stability is a problem.
   
  So we are going to have rules. The important thing is that we keep Jeff's perspective in mind.
  We work with them regardless of what happened back in 1999.
