This makes good sense. Any suggestion on implementation and fixed and labor costs.

a new mailing list be created. Membership would only be permitted to:

1) Currentr regular members of each of the GNSO Constituencies (with
membership verified by each constituency)
2) ICANN staff/board/nominating committee

Essentially, it would become an "expanded" version of the GNSO Council
mailing list

without all the "noise" of this list.
