they felt that they needed to gather more facts first.
What a bunch of crap...
At this point I would feel comfortable completely
reversing the Policy Development process.
Step One: The ICANN Board asks Staff to prepare an
Issues Report
Step Two: The ICANN Board says, "Here is the proposed
policy to deal with the situation. The Public Comment
Period will be open for sixty days".
Step Three: After review of all comments, the Board
revises the proposed policy to the extent required.
Step Four: Staff implements the policy.
Start to Finish... maybe 3 or 4 months. That would
certainly be better than the endless GNSO policy
discussions that have dragged on for years.
