This may not be a transfer policy issue. It depends on who the registrant is after a name expires. The Transfer Policy clearly requires that there must be an easy mechanism for a registrant to take a name off 'lock' status. But if the former registrant is no longer the registrant, that would not help. The issue of changing the registrant after expiration is another issue, not directly related by the Transfer Policy, but I am not suggesting it should not be discussed.
