  Some problems with your logic below.  But for the sake of
brevity, I shall only mention one.

  The NCUC's web site does not mention any "non registrant"
membership.  See:http://www.ncdnhc.org/ and
 http://www.ncdnhc.org/NCUC-Membership.txt   It has not
been updated sense 04/14/05
